Double - counting doubts cloud Santos CCS project
Environment Secretary Jose Manuel Santos has rejected suggestions that the creator of a carbon offset (ACUU) could be paid for emissions reductions by selling it to third parties.The former chief executive of Santos says it would not accept double counting.
