By positioning itself as a climate leader while simultaneously planning significant increases in oil and gas production, Azerbaijan exemplifies how states can exploit high-profile global events to legitimize practices that directly undermine climate goals. Furthermore, the regime’s severe crackdown on civil society and human rights activists undermines the integrity of the conference. The detention of environmental defenders and the suppression of independent media prevent truthful dialogue and accountability, which are essential for genuine climate action. This repression demonstrates how greenwashing often intersects with authoritarianism, where governments use international platforms to project an eco-friendly image while silencing domestic voices that challenge their environmentally harmful policies and human rights abuses. Finally, the situation is exacerbated by Azerbaijan’s ethnic cleansing of Armenians in Artsakh and the subsequent construction of "smart villages" on displaced communities' lands. This use of eco-friendly infrastructure to erase cultural presence and settle populations after violent displacement reveals greenwashing as a tool for political and territorial consolidation. The article concludes that such actions render the summit’s peace and climate truces hypocritical, exposing how environmental branding can be weaponized to legitimize human rights violations and geopolitical aggression under the guise of sustainability.
